SCC receives accreditation
ZIRO, May 20: Saint Claret College, Ziro has become the first private college in Arunachal Pradesh to receive Accreditation from the National Assessment and Accreditation Council (NAAC), an autonomous body entrusted by UGC with the task of accrediting institutes of higher education (HEIs). As of now, there are only five accredited HEIs in Arunachal Pradesh. SCC has received a grade of B (good). However, though accredited, the College community has expressed disbelief and disappointment at the GPA given to the college (2.14 out of 4.00), which, according to the Management, has neither face validity nor criterion validity. Hence, the Management has initiated the process of appeal to the NAAC.
In the meantime, Rajiv Gandhi University has granted Saint Claret College permission to start B. Com courses from the upcoming academic year, in addition to the already existing B.A. general and B. A. Mass Communication courses. The introduction of B. Com is in fulfillment of the SCCZ Vision 2020: Innovate to Transform, according to an official release.

ITANAGAR, May 20: Training on broiler farming for sustainable income generation for rural youths of Hayuliang farmers club was organized by ICAR, KVK Anjaw here at Chameliang village under Hayuliang circle on May 17. Altogether 36 rural youths and women attended the training programme.
The resource person Dr. Tilling Tayo, Programme Coordinator (i/c), ICAR, KVK Anjaw, explained about broiler farming right from the planning, housing, feeding, vaccination and rearing of chicks up to two months.
He encouraged the rural youth to give a serious thought to commercial broiler farming and assured technical support from ICAR KVK Anjaw. Further he promised to deliver services at doorsteps to the interested rural youths in broiler farming. Rural youth can play an important role for future developments of community in village and district as a whole, he said.
Khuwero Tamai, General Secretary, Hayuliang framers club, motivated the rural youth to come out with bold determination to go for broiler farming. Earlier Prasanta Mahanta, ICAR, KVK Anjaw Farm Manager, highlighted about the role of KVK in promoting rural famers in Anjaw district. KV Ziro to be functional from this session
ZIRO, May 20: Ziro, one of the educational hubs of Arunachal Pradesh added another milestone with a Kendriya Vidyalaya to be functional from this session on June 22.
Deputy Commissioner Kanki Darang along with the DDSE Yumlam Tana and ZPM, Hong inspected the school site today. The site located at Dilopolyang, around 4 kms from Hapoli provides a perfect ambience for education.
After the inspection it was found that the temporary functional site lacks few basic amenities. DC Darang assured to take up issues with various departments immediately so that there is no hurdle in starting the sessions as proposed. He sanctioned the fund needed for the construction of toilets from the untied fund and requested ZPM Hong to tie up with the executing department to begin constructions.
Also noting the absence of an assembly ground, he assured to take up the matter as soon as possible. Since the school is located around 4 kms away from the town, he assured to write to the Station Superintendent, APST to provide a shuttle for that area. He also appealed to all to utilize this opportunity of accessing to quality education.

ITANAGAR, May 20: The Nyikum Colony Nirjuli claimed that a MIBT dwelling house was burnt down when a fire broke out last night at Nirjuli. In a letter addressed to DC Capital Complex, the colony stated that all belongings of one Takam Mesam were reduced to ashes during the accident. ANYA condemns kidnapping incident
ITANAGAR, May 20: All Nyishi Youth Association (ANYA) today vehemently condemned the kidnapping of Bittu Pandey, a tutor, by some miscreants from Model village, Naharlagun on May 8 evening.
Claiming that the kidnapping incident has exposed the inefficiency of the security agencies, ANYA president Biri Kakum has raised question over “lethargic police department and their weak check points as most of the time VIP vehicles are being let in and out without any proper checking.” The ANYA also questioned the efficiency of the secret service agencies as the Tarasso ZPM is being baselessly linked with underground group.
It urged the Home Minister and law enforcing authority to pay heed to the law and order problems with proper monitoring of various check gates in twin capital cities and ensure proper functioning of street light.

Environmental clearance for Dibang project without prior downstream impact study

ITANAGAR, May 20: Expert Appraisal Committee (EAC), Ministry of Environment, Forest and Climate Change has recommended grant of Environmental Clearance to the Dibang Multipurpose Project (2880 MW) in Lower Dibang Valley to be executed by M/s NHPC Ltd.
Surprisingly, the May 19 Document by Ministry does not mention prior downstream impact study. It states that “after 5 years of the commissioning of the Project, a study shall be undertaken regarding impact of the project on the environment and downstream ecology. The study shall be undertaken by an independent agency to be decided in consultation with the Ministry”.
If the project takes 10 years to complete, the study will be done after 15 years! Therefore, the NHPC is taking no chances of this study jeopardising the project, said an environmental activist.
“What is the use of this study after the project has already come up. This is a mockery of environmental governance” said another activist.

The number of Project Affected Persons can change dramatically if prior downstream studies are done, experts say.
A study says that 115 families of 5 villages are likely to be displaced and 744 families of 39 villages are likely to be affected due to acquisition of land.
This is the second time in Arunachal that NHPC has ignored the downstream concerns. In Subansiri Lower project, NHPC did downstream studies concurrent with construction. The studies later found that the dam site itself is geologically inappropriate. The project is stuck since December 2011 after protests from Assam, downstream affected state.
The project is proposed on the Dibang River near Munli village with a 278 m high concrete gravity dam, about 1.4 km upstream of confluence of Ashu Pani river with Dibang. The storage scheme project requires a total land of about 5349.14 ha while the total submergence area is 3564 ha. An underground powerhouse is proposed on right bank of river with 12 units of 240 MW capacity each.
Forest Advisory Committee (FAC) has already given the nod to the project in Sept, 2014 after rejecting the project twice in —in July, 2013 and in April, 2014.
Police questions GBs in Changlang, citizens accuse Army of harassment
ITANAGAR, May 20: The Gaon Buras of New Shallang and New Longri village of Changlang district were questioned today by the Arunachal Police based on an FIR filled by 14 Assam Rifles on May 14.
The Police said that along with the NSCN (K) cadres, Gaon Burahs of the two villages are accused of planting IED on the road on May 13. The police registered a case and summoned the GBs to the police station to record their statements this afternoon.
According to a source, the Gaon burahs have been asked to appear before the court on Thursday.
However, the angry citizens accuse the Police and Army of atrocities, excessive use of force and harassing the villagers in the name of flushing out NSCN cadres.
Since the NSCN (K) pulled out of the ceasefire agreement in March this year, violence has escalated in Nagaland and Arunachal.
Caught between the Army and the NSCN (K) cadres, the times ahead are tough for the villagers of Changlang district.
Police needs class on policing says Orgs, demands action against errant personnel

ITANAGAR, May 20: Claiming that one Tana Tamar, a B.Sc student studying in Shillong was brutally assaulted by police personnel allegedly led by SI Apol Wangsa on May 12 last near Tosum Hotel, Naharlagun for not being able to produce vehicle documents, various organizations of the state such as All Arunachal Borders Students Union (AABSU), Arunachal Students Union of Shillong (ASUS) and Doimukh Students Union (DSU) today demanded the home department to institute an independent inquiry committee to unearth the ugly episode and take stringent actions against the police officer and personnel.
It is said that the incident occurred around 10.30 pm near the Hotel when Tamar was returning from Doimukh. Police asked Tamar to show documents of Mahindra Scorpio which led to argument and physical assault.
The organisations armed with CCTV footage of the incident which was made available to media persons demanded the Home Minister to take strong action against the officer and police personnel. The organisations in a joint press statement today strongly condemned the incident and termed it as inhumane and unlawful act by the men in uniform.
“SI Apol Wangsa should be immediately put under suspension till the matter is investigated thoroughly” said AABSU president Atung Tana while addressing media persons at Press Club today.
“They (police personnel) mercilessly assaulted Tamar as if he was dreaded criminal, his only fault was that he didn’t possess the document of his newly bought car” Atung added while questioning the conduct of police personnel.
The organisations claimed that without slight provocation, the police started charging him, inflicting grievous injury. The victim is currently undergoing treatment at Niba Hospital.
ASUS president Gnurang Nana questioned the police personnel for thrashing a young student without slight provocation. Nana further said that police personnel need a class on policing. “They do not have license to charge innocent people in the name of patrolling duty. They should behave responsibly” Nana said while expressing anger.
The organisations threatened to take the path of agitation if the authority fails to initiate action against the police personnel. It informed that the matter has already been appraised to the Home Minister Tanga Byaling and Superintendent of Police Capital Complex for early action. When contacted SI Apol Wangsa claimed that the incident was provoked by Tamar when he was asked to fill challan for violating Motor Vehicle Act. SI went on to say that when Tamar refused to fill the challan, he tried to take the vehicle key from him which led to scuffle between Tamar and police personnel. He further clarified that the police personnel were checking unregistered vehicles as per the direction from higher authority.
“We did not intentionally charge Tamar. It was a spontaneous reaction” said SI Wangsa.
PPA calls for end to harassment by Assam authority
ITANAGAR, May 20: People’s Party of Arunachal (PPA) today appealed to both Congress ruled state Govts of Assam and Arunachal Pradesh to bring an end to the frequent harassment of the people of Arunachal in the name of vehicle checking, seeking pollution free and insurance related documents by the Assam police personnel on national highway in Assam side.
At a time when the PPA has been working towards peaceful realization and speedy implementation
of the Local Commission Report appointed by the Supreme Court of India vide its order
dated 28th September’ 2006 read with order XXVI Rule 9 on Assam-
“There are instances of Assam Police personnel targeting Arunachal vehicles along with wrongful confinement of innocent passengers only to be blackmailed and extorted hefty amounts for safe passages,” said Kahfa adding that frequent checking of Arunachal vehicles seeking pollution free and insurance related documents by the Assam Police personnel causes untold humiliations to the innocent Arunachalee passengers. Most of the harassment cases go unreported because of tedious procedures the passengers expect to undergo in the police thanas, he further claimed.
The party further claimed that numerous cases of extortion related cases resorted to by the Assam Police personnel have been time and again reported to the Assam Police Accountability Commission which subsequently brings the matter to the knowledge of the State Government. However, unfortunately the recommendations are not implemented by the Government and there were instances when the commission was requested to take lenient stand against some police officers, Kahfa added.
Road connecting Upper Subansiri with Gerukamukh soon

Plan afoot to set up cold storage facilities
ITANAGAR, May 20: The Arunachal Pradesh Govt and Indian Railways are jointly planning to establish Cold Storage facilities in Arunachal Pradesh in order to facilitate agri/horti marketing and food processing.
It is worth mentioning here that Chief Minister Nabam Tuki during his recent NEC plenary meeting at Delhi had raised the issue of setting up of Cold Storage facilities and as a follow up measure a team of officers from Container Corporation of India Limited, a Govt of India Undertaking under the Ministry of Railways, met Chief Secretary recently to have preliminary discussion.
It was observed in the meeting that three places at Naharlagun, Ruksin (Pasighat) and Bhalukpong would be ideal for setting up of Cold Storage facilities due to proximity to the Railway head.
To begin with survey and investigation and preparation of DPR will be done for setting up of Cold Storage facilities at Naharlagun, near railway station. The state Govt will provide land as well as capital subsidy under the Central Govt Schemes and construction, operation and maintenance would remain with the Container Corporation of India. A MoU in this regard is likely to be finalized in coming months.

JAC holds meet with Govt Committee on financial mismanagement
ITANAGAR, May 20: The Joint Action Committee (JAC) spearheading the movement of conglomeration of unions, associations and civil societies etc against the alleged financial mismanagement by the state government and for fulfillment of their various other demands today discussed at length their demands with the Committee constituted by the Chief Minister in the office chamber of the PWD Minister here today.
The meeting chaired by PWD Minister Gojen Gadi held a marathon discussion with regards to alleged financial breakdown and ‘gross financial mismanagement’ by the State Govt. and agreed to hold further rounds of talks after having heard the report of the Govt. Committee.
A decision regarding the demand for a CBI enquiry into the entire gamut of the alleged financial mismanagement will be taken up in the next round of talk, informed JAC in a release.
With regards to demand for total repealing of Arunachal Pradesh Unlawful Activities (Prevention) Act 2014, JAC gave the government three month’s time to take decision, the release said. It further informed that the State Govt. has assured to fulfill the demand for constitution of Lokayukta within three months.
On demands of All Arunachal Contractors’ Welfare Association (AACWA), the Government constituted Committee assured to fulfill the demands for relaxation of 1% EMD for ST and tribal contractors, release of pending bills in respect of PMGSY contractors to the tune of Rs. 108.00 Crore by the first week of June, 2015.
The Government Committee further approved in principle for lowering the enlistment fee in APPWD and Single Bid System in any category of tender.
On 2% income tax deduction from tribal contractors, it was told in the meeting that tribal contractors of any categories will not be required to pay 2% income tax, if they produce ST certificate.
The Committee also agreed upon in principle to apprise the CM to allocate Rs. 3.00 crore in favour of small and petty contractors under UD, claimed AACWA in a release.

Students union demands adequate compensation for electrocution victims, punishment for the guilty
ITANAGAR, May 20: West Siang District Students’ Union (WSDSU) has demanded the authorities concerned for providing adequate compensation to the families of those, who died due to electrocution at Wak village yesterday.
While visiting the victims’ families today, a team of WSDSU alleged power department’s utter negligence for the yesterday’s tragic and unavoidable incident.
The power department was reportedly approached for shifting the electric poles from paddy fields by the land owners on several occasions. But to no avail,” informed WSDSU quoting the victims’ family. They also claimed to have seen the men on duty drinking alcohol while they were doing maintenance work.

MLA calls for effective departmental coordination
KHONSA, May 20: Local MLA Wanglam Sawin has urged the various development departments to work in perfect coordination to achieve better results and requested the HoDs not to release any government employee on transfer from Tirap district without a reliever. A sad trend had surfaced in the district wherein no relievers join the district after the release of an employee thereby hampering the work of the departments, he observed. Wanglam Sawin was addressing a district level monitoring committee (DLMC) meeting of Tirap district at DC’s conference hall here today.
While appealing the executing agencies to utilize the funds sanctioned against various schemes judiciously, Sawin assured all possible help and support from his end.
While summing up the proceedings of the meeting the Deputy Commissioner Kamlesh Kumar Joshi has expressed concern over the slow pace of progress of work under some work departments and asked the officers to pull up their socks to ensure timely completion of the schemes.
He urged the departments to ensure that works under BADP were completed on time adding that no fresh funds would be sanctioned if the utilization certificates were not submitted on time. There is need for opening up of business engagement and land border trading with China on positive and constructive manner for the NE States also so that the decades of neglected and losing people get some economic benefits as well.
Besides, in this scenario of renewed business engagement, the NE States especially Arunachal Pradesh can be a rich gateway to trading with China. The people of the NE States should not be sidelined and kept aloof but made an equal partner in these new constructive engagements with China which is evolving to be a great complementary partner of India for economic growth and development.

It is a well known fact that the teachers are the nation builders.
They should be given the next priority after the Indian army as “Ek desh bachata hai to dusra desh banata hai”.
Everyone knows it but ignores it.
Apart from the dailies published of Arunachal, I go through many other dailies published outside Arunachal. Interestingly, rarely I get to read about the woes of teachers compared to Arunachal. I wonder why the state government after ages readopted the policy of divide and rule, creating groups; so called regular teachers, and contractual teachers. I wonder why the teachers are being treated differently.
Now this has given birth to a new policy adopted by our government, which I call as “bark, then biscuit policy”.
After a though competition, I joined SSA six years ago. I was very proud of myself once, but now I regret about that very day when I joined this job. Now, I feel this road leads to nowhere.

Dear Editor,
Some portion between Mithun Gate and Nyokum Lapang is being used as open dustbin by the public and the vegetable & meat sellers, frequently throwing their rotten vegetables and meat there, which gives noxious smells.
Even the collected garbage is often dislodged by the starved dogs and pigs in search of their food.
We cannot blame them absolutely for these piles of dirt because there is no dustbin nearby the market.
Through your esteemed daily, I would like to appeal the municipal councillor of this ward to construct a dustbin at a suitable site to keep the area hygienic.
